Bola Ajibola slams Jonathan over Alamieyeseigha

By Bashir Adefaka Former Minister of Justice and Attorney General of the Federation, Prince Bolasodun Ajibola, SAN, has described President Goodluck Jonathan’s recent statement to the effect that the former governor of Bayelsa State, Chief Diepreye Alamieyeseigha, was his political benefactor as an insult to Nigerians.
Ajibola, a former judge of the International Court of Justice, said Jonathan was wrong to have described ‘’an ex-convict’’ as his benefactor and asked him to ‘’say it again.’’
President Jonathan had, while addressing stakeholders of the ruling People’s Democratic Party, PDP, in his home state of Bayelsa, on December 10, reportedly acknowledged that Alamieyeseigha  was his political mentor, and called on the political class in the state to put aside their grievances in the collective interest of the people, but Ajibola described the remarks as demeaning on Nigerians.
The former Minister spoke in an interview with Vanguard at the engagement ceremony of son of Oba Olusanya Adegboyega Dosunmu, the Olowu of Owu Kingdom, Ogun State, Thursday.  Owu is Obasanjo’s home town.
Alamieyeseigha was detained in London on charges of money laundering in September 2005. He reportedly escaped from the UK in December of same year.
He was later charged to court in Nigeria, where he pleaded guilty to the six- count charge of money laundering offences in July, 2007, and was sentenced to two years in prison on each count.
On the face-off between President Jonathan and former President Olusegun Obasanjo, following Obasanjo’s remarks that Jonathan was a weak leader, Prince Ajibola said Obasanjo was right to have spoken his mind.

His words: “One other thing that bothers me lately is a statement credited to President Goodluck Jonathan where he said that Alamieyeseigha was his benefactor.  I think he was misquoted and he should say it again!
“Jonathan should speak on this statement because it is not safe for us as a nation and as a people that an ex-convict is the benefactor of our President.  He should speak up now because any further delay may be dangerous for our national image.’’
On the disagreement between former President Obasanjo and President Goodluck  Jonathan, Ajibola said Jonathan’s misunderstanding of the former leader’s sincere comment on the state of the nation was unfortunate.
“In a matter of time, Obasanjo and Jonathan will resolve the issue between the two of them.  To me, it is not an issue that should generate the noise that has attended it because it was a sincere comment by a concerned Nigerian leader about the state of the nation.  So the controversy that followed that sincere comment and observation is unnecessary,” he said.

STEADY POWER SUPPLY: Nigerians to wait longer – Investigation

*Faulty plants frustrate power generation
* 38 turbines out of operation
* N17.9bn spent annually on generators
By Clara Nwachukwu
LAGOS — No fewer than 38 electricity generating turbines are grounded in various power plants in the country, Vanguard investigations can reveal.
These technically faulty gas turbines, as a result, are unable to generate their required power output, thus compounding Nigeria’s already poor electricity supply situation.
Excuses and more excuses
For a while now, Nigerians have been given all manner of excuses for the recent drop in electricity supply despite assurances of improvement, but investigations have shown that it will take even a while longer before the country can experience some reprieve. This is because virtually all the generation plants are bugged down with one technical problem or the other.
The reality is such that even if the Federal Government fulfils its pledge to revamp these faulty plants, Nigerians will still not have enough power to meet their industrial and domestic energy needs.
This is because not only are the plants allegedly being starved of gas notably from its major suppliers, the international oil companies, IOCs, the transmission and distribution networks are still too weak to carry and supply even the little that is generated.
PHCN-CARTOON
For instance Lagos, Nigeria’s commercial nerve centre, which is estimated to require between 10,000 and 12,000 mega watts, MWs, is only able to get a paltry 928MWs, out of the 3,714MWs generated, while Abuja receives a mere 44.2MW, as shown in the data below.
 Daily Report
(16-12-12)
Peak demand forecast 10200MW at 21:00 Hrs:      Actual generation capability 4370MW at                                                                             21:45Hrs
Peak generation 3714.8MW at 21:45 Hrs:              Lowest generation 3118MW at 15:00 Hrs
Energy generated 83,411.40MWH                        Energy sent out 81,790.05MWH;
Peak generation to date 4321.3MW                 Max. energy generation capability to date                                                                            96,768.53MWH;
Max power despatched to Lagos 928.00MW @ 09:00Hrs;     Max. power despatched  to Abuja                                                                                                   44.20MW @ 22.00Hrs.
The effect of these supply inadequacies is that Nigeria has become a dumping ground for all manner of sub-standard generating sets, apart from being one of the highest importers of generating sets in the world.
NNPC promises improved gas supply
The Nigerian National Petroleum Corporation, NNPC, the senior partner in the joint venture, JV, oil and gas operation, promised that the power supply situation would improve as system overhaul on the Escravos Lagos Gas Pipeline, would have been completed last weekend and gas supply restored to Egbin power plants
Executive Director, Gas and Power, NNPC, Dr. David Ige, in a telephone conversation with Vanguard, revealed: “Chevron will soon be ramping up production. The Escravos Lagos Pipeline has been undergoing routine maintenance in the last three weeks. It will take another three to four days to ramp up production.”
He noted that with Chevron being the major gas supplier, it was expected that “there will be some rationing. But by the weekend, the situation would have significantly improved.”
The NNPC, through its subsidiary, Nigerian Gas Company, NGC, operates the following gas supply systems in the country:
1. The Aladja Gas Pipeline System which supplies the Delta Steel Company, Aladja.
2. The Oben-Ajaokuta-Geregu Gas Pipeline System, which will form the back-bone of the proposed Northern Pipeline System, supplies Gas to Ajaokuta Steel Company, Dangote’s Obajana Cement Company and PHCN Geregu Power Plant.
3. The Sapele Gas Supply Systems which supplies gas to PHCN Power Station at Ogorode, Sapele.
4. The Imo River-Aba System for gas supply to the International Glass Industry Limited PZ, Aba Textile Mills and Aba Equitable Industry.
5. The Obigbo North-Afam system caters for PHCN Power Station at Afam.
6. The Alakiri to Onne Gas pipeline system supplies gas to the National Fertiliser Company (NAFCON) now Notore Chemicals for fertilizer production;
7. The Alakiri-Obigbo North -lkot Abasi system for gas supply to the former Aluminium Smelting Company of Nigeria (ALSCON) plant now Rusal Industries in Ikot Abasi.
8. The Escravos-Lagos Pipeline (ELP) supplies gas to NEPA’s Egbin Power Plant near Lagos. Subsequent spur lines from the ELP supply the West African Portland Cement (WAPCO) Plants at Shagamu and Ewekoro, PZ Industries at Ikorodu, City Gate in lkeja Lagos, PHCN Delta IV at Ughelli, and Warri Refining and Petrochemical Company at Warri.
9. Ibafo-Ikeja Gas Supply Pipeline System supplies gas to Ikeja City Gate from where Gaslink distributes to the Lagos Industrial Area (LIA).
10. Ikeja-Ilupeju-Apapa Gas Pipeline System currently operated by Gaslink for Gas Supplies to Greater Lagos Industrial Area.
11. Ajaokuta-Geregu Gas Pipeline System which supplies gas to the Geregu PHCN Power Plant.
12. Ajaokuta-Obajana Gas Pipeline System which supplies gas to Dangote’s Obajana Cement Plant (OCP).
“All these facilities comprise over 1,250 kilometres of pipelines ranging from 4” to 36″ in diameter with an over all design capacity of more than 2.5 billion standard cubic feet of gas per day (bscf/d), 16 compressor stations and 18 metering stations. The facilities represent a current asset base of more than N21 billion,” NGC explained on its website.
Some of the major gas suppliers, Shell and Chevron when contacted could not respond appropriately. A spokesman for Shell, Mr. Tony Okonedo, when asked specifically about the situation in Afam VI, operated by Shell, he merely said, “Nothing was amiss.”
General Manager, Government Policy and Public Affairs, Chevron, Mr. Deji Haastrup, also did not respond to Vanguard enquiries after five days of sending detailed enquiries on his request.
Poor electricity supply situation has turned almost every Nigerian into a self styled generator with about N17.9 billion spent annually on imported generators to make up for electricity shortfall from the power suppliers.

Electricity targets
Ironically, under the Power Sector Roadmap, launched by President Goodluck Jonathan in August 2010, Nigeria’s generation capacity should have peaked at 40,000MW by Year 2020, and above 7,000MW by April of 2011.
More than two years into the implementation of the roadmap, none of the set targets, in terms of generation, transmission, distribution, has been met, including the reform timeline that should have ended in the privatisation of the electricity sector.
On generation, government planned to increase capacity by about 52 per cent from 4,612MW currently to 7,033MW by April 2011, and increase capacity further to 14,218MW by December 2013. About a year on, the country is nowhere near generating half of the set target.
Weak transmission and distribution networks
It is estimated that about 35 per cent of generation is lost to technical faults on account of weak networks. As shown in the data below, most of the lines are either weak or unavailable for a number of reasons, and for some of them have remained in the current state for years:

Apparently, while government was busy setting out ambitious generation targets, it did not plan for the closure of identified gaps and a reduction in distribution losses over the target period.
Although it recently announced approval for the construction of a new 700kv super grid estimated at $3.5 billion to augment the existing 330kv and 132kv transmission lines, it failed to say how the project would be financed.
The project which is expected to be completed within four years, will be owned by the Federal Government, since transmission is left in government hands, no provisions have been made for it in the budget and makes one wonder how government intends to achieve its power for all project by 2020.
No reprieve yet
Even the industry regulator, the Nigerian Electricity Regulatory Commission, NERC, could not offer any explanations or reprieve, as its Chair, Dr. Sam Amadi, could not respond to Vanguard enquiries even after five days.
The industry regulator is currently fine-tuning how to implement yet another tariff increase on account of new exchange rate in the new year, while consumers continued to groan under current crazy billing system.
Chief Executive, Eko Distribution Company of the PHCN, Mr. A. Amoda, in a telephone conversation maintained that government’s efforts were deliberately being sabotaged by industry contractors and those benefitting from the rot in the system from within.
As a result, he said: “The time lines given by the President for various power projects are no longer feasible because some people are trying to sabotage the effort.”
He said the pre-paid meter was no longer available because “it was expected to be given to consumers for free and some people will no longer be getting the extra money for estimated billing, if the meters are installed.”
It is apparent that a lot still needed to be done, if government is to achieve set targets. But first, it must deal with the issue of internal corruption for successful implementation of programmes.

Jonathan Calls Obasanjo ‘Baba’, Abati Says, Accuses Asari-Dokubo of “Crab Mentality”

Dokubo Asari
Dokubo Asari
The Presidency said on Sunday that President Goodluck Jonathan has utmost respect for former President Olusegun Obasanjo and even call him Baba (father).
The Special Adviser to the President on Media and Publicity, Dr. Reuben Abati, stated this in an interview with State House correspondents in Abuja.
He said it was therefore wrong for the Leader of the Niger Delta Volunteer Force, Mujaheed Asari- Dokubo to have said that Jonathan was “fighting” Obasanjo.
Abati then diagnosed Asari-Dokubo of suffering from ‘crab mentality’.
“I read that interview granted by Asari-Dokubo and I was quite surprised that he would talk like that because as he himself admitted in that interview, he is close to government. And his interview was full of proverbs.
“So, I don’t know whether it is a wise thing for you to be a member of the house and then for you to stand outside and urinate into that same house,” the spokesman said, as the government labours to close the gap between Mr. Jonathan and Obasanjo.
“The president has the utmost respect for the former president whom he regards as his father. He even calls him Baba. And I don’t think anybody can say he has any evidence anywhere where the president has been disrespectful to the elderly man.”
“So, those things that you see in the newspapers about people saying President Jonathan and former President Obasanjo are quarreling are exaggerated. They do not reflect the truth. He (Asari-Dokubo) claims that there is a rift between President Jonathan and former President Obasanjo; so, you can see that the whole of that commentary is based on a wrong premise”.
On Asari-Dokubo’s allegation that Jonathan is surrounded by greedy people who have refused other Nigerians access to the president, Abati turned to crab theory to explain that people are simply trying to pull down his boss.
“What is that crab theory all about? If you put a number of crabs in a bucket and one of them tries to go to the top, the other crabs will be struggling to pull that one that is trying to go to the top down.  They will keep reminding that top crab that you are one of us; this is where you belong and you cannot leave us; we are together.
“When you translate that crab theory into the governance arena, you find that it puts people who are in leadership position under enormous pressure because there are too many other persons saying they don’t want progress because they all want to be at the same level.”
Having said that, Abati turned around and issued what seems to be a direct contradiction, saying that the Asari-Dokubo interview is consistent with the principle of freedom of speech.  He told the correspondents that it was about making noise and gaining attention, and that the statements do not reflects Asari-Dokubo’s innermost feelings about the Jonathan administration and the President Jonathan in particular.
“I believe that he, having been a very strong supporter of the administration and who has been on record as having saying a lot of positive things about the administration, having made whatever point he has now made, will also see the need to be consistent, honest and truthful, and to see the big picture and to worry less about greedy people who are preventing other Ijaws, as he seems to be making out, from reaching the president because at the end of the day, President Jonathan is not running an Ijaw project.”
Jonathan, said Abati, is running a ‘Nigerian project’ and is a man who is very conscious of his place in history.
According to the spokesman, “That is the man Nigerians voted for and all of us, whether we are his kinsmen or we are his staff or we are his friends, I think we should focus more on the Nigerian project, the Nigerian assignment that President Jonathan has been given and worry less about insinuations like all these people are blocking me from having access, he has forgotten his brothers, he is arguing with a particular person.”
He restated that President Jonathan has no problems with Obasanjo, the man Nigerians accuse of inflicting Jonathan on Nigeria, and that they have an “excellent relationship.”
As with Jonathan himself, Abati did not go beyond these generalizations to comment on the heavy criticisms that Obasanjo has inflicted on Jonathan in the past few months.
Obasanjo has openly criticized Jonathan’s handling of the Boko Haram crisis, presenting him as weak and confused.  It will be recalled that early this year, Jonathan promised to defeat the militants by June, a promise that he not only failed to keep, but which seemed to elevate the violence.
Obasanjo has also lampooned Jonathan’s so-called fight against corruption, warning that Jonathan’s incompetence has seen blossoming unemployment in the country that could trigger a revolution.
Critics say that Abati’s lengthy defence of his boss is a desperate ploy that simply compounds the situation as it demonstrates that the Jonathan administration lacks understanding, integrity, and answers.

Omotola Falls Face Flat At Lagos Airport, Blames Minister, Nigerian Government

omotola-jalade-ekeinde-682x1024
According to tweets emanating from Nollywood diva, Omotola Jalade-Ekeinde’s Twitter handle, she just returned back to the country and that is no news we know but what however is, she fell face flat at the arrival hall of the Lagos airport apparently due to non-functional escalator and she blames the minister of aviation, Stella Oduah and the Nigerian government for her fall.
The airport which recently underwent a facelift to the admiration of Nigerians has however come under sharp criticism from users and experts alike who argued that the floors shouldn’t have been paved in smooth tiles as it could be slippery and dangerous when wet – and they just got proved right with Omosexy’s fall.

How Ifeanyi Uba Of Capital Oil, Access Bank, Fraudulently Cornered Billions Of Petrol Subsidy Funds- Police Report

Ifeanyi Uba
By Dimeji Kayode-Adedeji
Ifeanyi Uba, the controversial owner of Capital Oil and Gas, now regarded as the largest beneficiary of the multi-billion fuel subsidy scam, led a small band of company staff to rip the nation of several billions of naira through falsification and forgery, a police report into the scheme says.
The Special Fraud Unit-authored report, obtained by PREMIUM TIMES, affirms in part, earlier accusations of large scale fraud brought against Capital Oil and its management by the Presidential Committee on Verification and Reconciliation of Fuel Subsidy Payments.
But the report also provides new details about a scheme that blossomed for years, involving several oil importing companies that made similar receipts, while draining the nation of hundreds of billions naira in 2011.
The presidential panel identified 25 companies that allegedly, through multiple fraudulent ploys, received payments for fuel products they never delivered.
But the panel’s composition- with Aigboje Aig-Imoukhuede, Managing Director of Access Bank, the scheme’s major financier, as chairman- drew criticisms with many citing a potential conflict of interest in the committee’s work.
The panel listed Capital Oil and Gas as the number one amongst the fraudulent firms, sparking months of wide-ranging controversies between Mr. Uba and the committee.
Mr. Uba has accused Mr. Aig-Imoukhuede of bias, claiming Capital Oil was “witch-hunted” over a failed business pact it undertook with Mr. Aig-Imoukhuede.
The case remains in court, and at Mr. Uba’s behest, the House of Representatives Petitions committee is also reviewing the allegations.
The police report
The 23-page report by the Police Special Fraud Unit, dated November 5, 2012, said Capital oil received N43.291 billion for a supposed importation of 538.74 million liters of fuel, through fabrication and forgery of documents.
Vital import and clearance documents including Import duty certifications, Bill of Lading, Letters of Credit/form Ms and others were faked with the connivance of officials of the Department of Petroleum Resources, DPR, Petroleum Products Pricing Regulatory Agency, PPPRA, Nigerian Ports Authority, NPA, Nigerian Maritime Administration and Safety Administration, NIMASA, bank officials and other port clearing agents, police said.
The PPPRA was singled out for scathing criticisms.
The report said besides implementing terribly lax regulations, officials of PPRA, whose board is chaired by Ahmadu Ali, the former chairman of the ruling People’s Democratic Party, PDP, colluded to forge papers to clear Capital Oil.
An earlier investigation by the House of Representatives into the subsidy fraud recommended Mr. Ali’s removal and prosecution. Mr. Ali has retained his post despite the indictments being passed to the executive.
The key actors in the Capital Oil scheme were Mr. Ubah; the company’s Executive Director for Operations, Orji Joseph; the General Manager Operations, Chibuzor Ogbuokiri; the Depot Manager, Godfrey Okorie; and the Head of Training, Nsikan Usoro.
The police report said all the accused persons and officials from all the named government agencies were questioned.
Those interrogated were asked questions related to sourcing of documents, canal channel depths/width and storage capacity of their tank farms, retail outlets invoices and trucking activities from the tank farms.
The SFU however said investigations were continuing, and efforts were being invested to establish criminal liabilities against the officials of Capital Oil and Gas Limited, and others who conspired in fabricating documents.
“We have requested certified copies of all letters of credit, bills of lading covering PMS cargoes brought by Capital Oil and Gas,” the report said. “All these documents are needed to consolidate our proof of evidence. Investigation is ongoing to unravel all criminal infractions in the transactions, the report emphasized.”
The documents will enable case of conspiracy to commit felony, money laundering, forgery, stealing, obtaining by false pretence and economic sabotage to be filed against Capital Oil and Gas, Mr. Uba and the rest, the police said.

The Access bank connection
The report also indicted the bankers of Capital oil, saying they were complicit in the deals.
“These cloudy transactions of Capital Oil and Gas Limited was anchored on credit facilities provided by the bankers, which make the banks party to the transactions as original copies of the bills of lading were kept by banks as consignees of the cargoes, also proceeds of this fraudulent act were domiciled in banks,” the reports adds.
The report confirms earlier PREMIUM TIMES stories of how bank officials allowed their banks to be used to illegally receive billions of subsidy funds.
Mr. Aig-Imoukhuede’s ACCESS Bank financed a large chunk of the subsidy imports including those of Capital oil.
With more than a month since the completion of the document, it is not clear to what extent the police final investigation has reached.

Man Catches His Cheating Daughter-In-Law Red-Handed In Hotel

A father-in-law and his unfaithful daughter-in-law reportedly stumbled upon each other at a lodge.
The daughter-in-law was said to be having a ‘nice time’ with her longtime married boyfriend, despite her being married too.
The incident reportedly took place in Waterfalls recently. Sharon Nomasonto (age not known), who resides in Waterfalls, was allegedly caught red-handed by her husband’s father whilst she was enjoying some quality time with her boyfriend, who was only identified as Peter.
Sharon stays together with her father-in-law at House No. 272 Fifth Avenue, Parkway, Waterfalls. Sharon’s mother also stays at the same house – as a tenant.
Sharon’s husband, Tendai Sambo, is said to be in South Africa where he is currently employed. The two, however, got married after Sharon’s mother had already become a tenant at this house.
Sources who spoke to our news crew revealed that after the incident, Sharon was forced to pack her belongings and leave her in-laws’ house. Interestingly, she only moved from one building to another, as she now stays with her mother, who stays at the same house.
Last week another publication had an interview with Sharon, her father-in-law as well as the mother of her husband who all CONFIRMED that she was caught red-handed in the company of her boyfriend.
Mr Sambo confirmed the incident after trying to persuade the news crew not to publish the story.
“It’s true but please don’t publish the story. If you want to publish it the make it a ‘feature story’ without revealing any names because my family and I are believers (Christians), so it will tarnish my reputation. My family and I are Methodist Church members. If we reveal this story, Sharon and Tendai will lose dignity, just like a thief who has been jailed,” said Mr Sambo.
He added: “Truly speaking, it took place but don’t publish the story, i beg you. My son, Tendai, should decide whether to divorce Sharon or not. I know you heard that my daughter-in-law was caught red-handed with her boyfriend, but she has been cheating on my son for about one year and six months. At one time we thought of meeting up with her married boyfriend since he stays with her parents and his wife but we decided to solve the issue in a better way without causing any fight. However, that man’s wife is the one who came here first. She told us to instruct our daughter-in-law to stop cheating with Peter.”
Mr Sambo said Sharon’s cellphone was put on loud speaker before they called Peter who was made to believe that the phone call was coming from his ‘small house’ Sharon. He revealed that when they made the phone call, his wife, Peter’s wife, Tendai and himself were all present. He added that Peter said everything as they were all listening. This is how they got all the evidence.
Mr Sambo said he once thought of getting Peter arrested but as a Christian, he controlled himself.
“Allegations that I went to the lodge are false because I received an sms and a phone call from my friend who told me that my daughter-in-law was at the lodge as he was calling. Some say I was also having a nice time at the lodge but it’s not true,” he said.
He said as he was on his way to the lodge, which is just a few metres away from his place of residence, he then stumbled upon his daughter-in-law, coming from the lodge, in the company of her boyfriend.
“The problem is that Sharon and her mother are tenants here, so if you publish the story we will have problems with staying together peacefully. Our son might decide to continue loving his wife, so we leave everything to him and God. But this incident really pained me. Some Fecbook messages revealed that they (Sharon and her married boyfriend) celebrated their 18-month anniversary recently,” he said.
When reached for comment, Sharon initially dismissed the claims as false, before she decided to tell the truth.
“Who told you that? Get the story from those people who told you,” she said.
However, after being notified that her in-laws and other sources had confirmed the story she then changed her mind.
“I used to get all this from the grapevine. I do not have a boyfriend. I broke up with their son long back. I only talk to him just because we have a child together. My father-in-law sent me to the Post Office, where I was seen greeting Peter who was once my boyfriend. The story is a family issue, but we are in the process of solving it.” she said.
