A Nigerian, Ambrose Monye, insisted before a South African court that he did not give instructions for the killing of a South African woman, Chanelle Henning. Monye spoke on Monday as the State
completed cross-examination of the former Nigerian Olympian, in alleged link in the murder of Henning.,

The state Prosecutor, Gerrie Nel, in final submissions in trial of Monye in the North Gauteng High Court, Pretoria, said that he believed the accused was involved in Henning's murder.
Monye denied having any part in it.
"My Lord, I never gave instructions to anybody to carry out any illegal action," Monye said.
Henning, 26, died in a shooting in Faerie Glen on Nov. 8 2011, shortly after dropping her child at a crèche.
Monye and his co-accused, Andre Gouws, pleaded not guilty to the five-count charge of conspiracy to murder Henning.
The state alleged that Monye and Gouws conspired with former Policeman Gerhardus du- Plessis and Willem Pieterse in the murder of Henning.
Du Plessis and Pieterse are serving 18 years imprisonment after confessing their roles in the murder.
Nel said Gouws wanted someone killed and he asked Monye to assist him.
He narrated how Monye met Pieterse who agreed to carry out the killing.
Nel said Monye introduced Gouws to Pieterse and Du Plessis on Nov. 2, 2011.
He said Monye insisted that the two should follow Gouws to Henning's house and workplace.
Monye however, denied any involvement in the conspiracy and muder.
"They followed Gouws willingly," Monye told the court.
Nel also explained how Pieterse and Du Plessis failed to kill Henning days before she was murdered, and how Monye arranged a meeting at Romans Pizza in Sunnyside, Pretoria, to iron out the problem.
"My lord there was nothing like that. I never arranged a meeting for such things," Monye said.
Monye also denied threatening Du Plessis when he allegedly said that he was no longer taking part in the murder.
Nel referred to cell phone records showing calls between Monye and Pieterse and between Monye and Gouws on the day of the murder.
He said Monye demanded payment for the murder on Nov. 8, 2011, and Gouws withdrew R44.000 (about N 792,000) from his bank account on that same day.
He said few days later R31.500 (about N 558,000) was deposited into Monye's account.
Nel said this was payment for the murder.
"My lord, I never demanded any money from anybody," Monye said.

I Made Mistakes As President, But They Were “Successful Mistakes” – Obasanjo

Former President Olusegun Obasanjo on Tuesday admitted making mistakes as Military Head of State and civilian president, but he took responsibility for all his mistakes. He however declared that the mistakes he made were “successful” mistakes.
Speaking during the 50th anniversary lecture in Ibadan, Oyo State, in commemoration of the call to the Bar of Chief Afe Babalola (SAN), Obasanjo, who had been criticised by many and recently accused by a civil war veteran and former Chief of Staff of the 3rd Marine Commando Division, Nigeria Army, Gen. Alabi Isama (retd), of committing numerous blunders during his reign in government, spoke proudly of his mistakes.
Obasanjo said, “One mistake I made that turned out to be successful was when I was looking for somebody to give leadership of the University of Lagos to and I chose Babalola. Some people said I made a mistake but it turned out to be a successful mistake.
“My mistakes as people say were mostly in appointments. I appointed the UNILAG Pro-Chancellor and Vice-Chancellor and the university became the best. The Vice-Chancellor and Pro-Chancellor that I appointed were acknowledged as the best at the time.
“The mother of all the mistakes was that the exposure and involvement of Babalola in the affairs of UNILAG led to the establishment of the Afe Babalola University in Ado-Ekiti.
“If you have not seen ‘instant wonder’, go to ABUAD. Babalola used his experience as the Pro-Chancellor of UNILAG to build what today is the best and fast growing private university in the country.”
Obasanjo spoke highly of the revered lawyer as he inaugurated the extension of Babalola’s Emmanuel Chambers on the occasion.
“There are many Nigerians,” he said, “but, there are not many good Nigerians of Babalola’s sterling qualities.”
President Goodluck Jonathan also spoke reverently of the senior advocate. Represented by Solicitor-General of the Federation, Ahmed Abdulahi, Jonathan described Babalola as a product of courage, perseverance, determination and humility.
The Guest Speaker at the occasion, retired Justice Emmanuel Ayoola, while delivering a lecture entitled, ‘The future of Law in Nigeria’, stressed the need to improve legal education in the country.
He said, “Our legal education should be re-invigorated and made more robust. For instance, we should begin to encourage inclusion of Comparative Law in every aspect of our legal education.
“We can only neglect the history of the principles of the common law at a disadvantage. Our law faculties should be fully equipped with the access to jurisprudence and decisions of other jurisdiction to protect our laws.
“We delude ourselves in this country if we believe that, we can be a great nation without a great legal system. The path to the greatness of our nation is through a reliable, efficient, trustworthy and value-driven legal system.”
Former Pro-Chancellor, University of Ibadan, Chief Wole Olanipekun, (SAN) described Babalola as a reformer, revolutionary and educationist who contributed to national and legal development.
Dignitaries present at the occasion include Governors Abiola Ajimobi (Oyo); Kayode Fayemi (Ekiti); Olusegun Mimiko (Ondo) and a former Ekiti State Governor Segun Oni among others.

A jittery secretary of the Peoples Democratic Party (PDP) Board of Trustees, Wali Jibrin, today publicly disowned a nephew of his for joining the Congress for Progressive Change (CPC). Mr. Jibrin, a former senator, disowned Imrana Jibrin, a son of his late brother and former military governor of Kaduna State, Group Captain Usman Jibrin. The nephew’s sin was to announce over the weekend in their native Nasarawa State that he was becoming a member of the CPC.
“Senator Wali disowning his own brother’s son is an abomination,” said a source who is related to both men. The source, who asked for anonymity, added: “I understand that he [Mr. Wali] may be afraid of losing relevance in the PDP and influence with President Goodluck Jonathan, but it is still wrong for him to deny family ties because of politics.”
In publicly berating his nephew, the PDP’s BoT secretary affirmed his loyalty to President Jonathan and Vice President Namadi Sambo. He also stated that his ten biological children were loyal to the nation’s two top public officials, adding that his offspring were under his control.
Another source in Lafia described Mr. Wali as hungry for power, adding that his action had left many friends and family shocked and chagrined. “Why should a man like him go astray simply because of President Jonathan’s largesse? Why should he let politics tear his family apart? A man like him should not drag issues in the family to the public in this shameful way,” the source said.
According to the two men’s relative, “We could not believe this today. Just because Imrana joined CPC, Wali has gone wild ignoring the fact that Imrana has [a] right to decide his future and express his political ideology.”
Mr. Wali’s open statement disowning of his nephew, which was circulated and advertised in several Nigerian newspapers, media read:
“My attention has been brought to an article in yesterday’s Leadership Newspaper’s page 11 titled: ‘PDP BOT Secretary’s son joined CPC.’ Normally I shouldn’t have joined issues with the so-called son or the CPC itself but for the great respect I have for some CPC leaders and to keep the record straight. The Jibrin family is a wider spectrum of family setup with identified blood relationship. For example, within the family we have Walid Jibrin having 10 children, Usman Jibrin 22 children, Mailafiya Jibrin 12 children, Abdullahi Jibrin 8 children, Hajia Bamayi Jibrin 1 child, Zaliha Jibrin 1 child, Hajia Jami Jibrin 4 children, Malam Jafaru Jibrin 3 children. The Imrana Usman Jibrin who is purported to have joined the CPC is the son of [the] late Usman Jibrin who died 2 years ago. Even though Imrana is the son of my brother, I have no absolute control over him as I have over my 10 children who are intact and fully under my control.
“Imrana, the son of Usman Jibrin, has allowed himself to be cheaply used by some desperate CPC leaders in Nasarawa State to tarnish my hard-earned name and to damage my honor and integrity. My only crime used by the opposition is that I have absolute control of the politics of our ward, LGA and the state dominated by the PDP leadership. They are also against my loyalty to President Goodluck Jonathan and Vice President Arch. Namadi Sambo.
“I want to assure the general public that the coning into politics of Imrana, the son of Usman Jibrin, will only strengthen my faith and support for the PDP in Nasarawa State and Nigeria in general. I call on the members of PDP in Nasarawa State and my Laminga ward in particular to remain calm as there is no any break (sic) in the Jibrin family. I will continue to respect my late brother Usman Jibrin, his four wives and all his remaining children. Imrana’s disloyalty and anarchy to me will never change my attitude towards the family of Usman Jibrin. The relationship will continue to be stronger with them.”

FG merges EFCC, ICPC; Scraps BPE, NAPEP, others

Federal Executive Council, FEC, has approved the merger of Economic and Financial Crimes Commission, EFCC, with Independent Corrupt Practices and Other Related Offences Commission, ICPC, to form one anti-corruption agency

It also approved the scrapping of Bureau of Public Enterprises, BPE; National Poverty Eradication Programme, NAPEP; National Economic Intelligence Committee; Fiscal Responsibility Commission; Utilities Charges Commission and National Salaries, Incomes and Wages Commission, NSIWC.

The council took the decision at its meeting last Wednesday, while considering the White Paper prepared by the Stephen Oronsanye-led Committee on the restructuring of Federal Government Parastatals, Commissions and Agencies.

A presidency source said FEC had been reviewing the report and took a decision on it on June 26.

The source explained that government had directed that a Sunset Clause should be introduced to BPE to conclude its assignment and wind down.

FEC also directed the Attorney-General and Minister of Justice to initiate the necessary action for the abolition of the Fiscal Responsibility Commission.

Staff of the Utilities Charges Commission, which will also suffer similar fate, are to be redeployed to the Office of the Head of Civil Service of the Federation, provided they are civil servants.

National Salaries, Incomes and Wages Commission, NSIWC, will also cease to exist as the government will repeal its law, while its functions are to be transferred to Revenue Mobilisation Allocation and Fiscal Commission, RMAFC.

National Economic Intelligence Committee, which was meant to be the economic think-thank for the President is also to be scrapped.

NAPEP is to be scrapped for failing to deliver on its mandate.

According to the source, “government accepts the scrapping of NAPEP and directs that the functions of NAPEP be merged with National Directorate of Employment, NDE.”

It was gathered that the restructuring and rationalisation of parastatals, commissions and agencies of the Federal Government are part of measures to reduce its high recurrent budget profile.

EFCC and ICPC are to be consolidated into one anti-corruption agency.

Government has, therefore, directed the Attorney-General and Minister of Justice to initiate the necessary action in respect of the proposed merger.

Similarly, the Nigerian Export Promotion Council and the Nigerian Investment Promotion Council have been merged “to synergise for management and utilisation of resources.”

Public Complaints Commission, PCC, is to be merged with the Human Rights Commission, which has the capacity to perform the functions of the PCC.

Government further directed that the PCC Act be removed from the Constitution by amending Sections 153 and 315....

Government decided that as from 2015 fiscal year, Council for Registered Engineers, COREN, which is a professional body, will no longer receive budgetary allocations from the federal government.
A similar fate awaits the Surveyors Registration Council, SRC. ...
