Brig Gen, others killed in ISWAP attack on Borno military base by Noah Banjo
A Brigadier General of the Nigerian Army has been killed in an ambush by terrorists of the Islamic State of West Africa Province in Borno State.
ISWAP had attacked troops at a military base in Askira/Uba Local Government Area of Borno State on Saturday morning according to reports.
Three other soldiers were reportedly killed in the incident at Bulguma, a few kilometres from Askira town in Askira/Uba LGA.
Troops of the 28 Task Force Brigade, Chibok, had mobilised to provide reinforcement to the troops under attack in Askira, Daily Trust reports.
Some civilians in the area had claimed to have seen the terrorists in a convoy of gun trucks along the Ngude axis towards Askira in the early hours of Saturday.
Daily Trust also reports that the civilians claimed to have reported the sighting of the terrorists to security forces, however, there was no action taken to stop ISWAP from attacking Askira town.
Meanwhile, at least three Nigerian soldiers have reportedly been killed after jihadists ambushed a convoy in Yobe state.

A lot has been said about building collapse in Nigeria, especially with the recent 21-storey building collapse at Ikoyi, Lagos, what is your view on this?
Words could fail an active participant in the building industry when such a tragedy befell a nation suddenly. Having been on that site for two days monitoring the rescue operation and the process of dismantling the collapsed structure, extracting mangled bodies from under the rubble, and getting the bereaved to identify the corpses in a grim and stench-filled atmosphere was an experience that dampens the morale of a construction professional. Why should the building profession be desecrated, polluting the serene environment of Ikoyi, the pride of a nation? Honestly speaking, this is the mightiest building collapse in Nigeria’s history.
We must do more to prevent building collapse. We cannot continue to punish people unduly. Occupants must stay in the buildings and feel safe. The psychological resonance of those, who are potential buyers of high rise apartments and those who are in the process of purchasing apartments will have a second thought. This incident alone will affect real estate business; those who are in the process of getting buyers will suffer low patronage. Those who are already living in high rise buildings in Ikoyi, especially with the recent one, will not be feeling comfortable.
With what I saw on Friday, I was almost saying the government should make it a law that high rise buildings should no longer be constructed, because accidents in high rise buildings cause massive damages. If our competence and expertise for high rise buildings are not fully convincing in the area of performance, the construction of high rise buildings should be suspended. A nation that can’t boast of adherence to high standards of building construction should not venture into the construction of multi-storey buildings.
What are the causes of building collapse?
We have highlighted those factors over and over again. All the causes of building collapse, including poor workmanship, substandard building materials and design errors, boil down to incompetence or what I will call quackery. If a right person is put there to handle the building process, then competence should not be an issue. Competent architects should design the building and the drawings should pass through the Ministry of Physical Planning’s assessment and come out successfully and given to the owners of the building, the next step is who is going to construct the building? That is where the problem lies mostly.
The Ministry of Physical Planning and Urban Development should be mindful of the fact that their work should not stop at vetting documents; they should go further to identify who will handle the construction. They should go further to certify the competence of those who will execute the construction of the building. That is the missing gap.
There are so many quacks out there, who call themselves engineers. The name, site engineer, has been bastardised. If anyone calls himself/herself a site engineer, you need to find out what they studied? Clients should go further to be inquisitive. When a building collapses, it is a colossal waste of resources. Nobody in his right senses should be careless to allow charlatans to superintend over their buildings.
Setting up a building control agency is right by the government. On every site, there should be a professional trained in building construction, who should be held accountable; it is that person that the monitoring officer follows up with. Until we understand the process, we will unnecessarily burden the monitoring officers. There is also the problem of safety; if you give jobs to artisans directly, you are committing suicide, because their commitment to the work is low. If there is no proper construction team, professional errors will appear. That’s why the education of a builder is versatile.
One key issue raised in the case of the Ikoyi building is the alleged alteration of the plan from 15 to 21 storeys. Why was it possible for the developers to ignore getting a permit to make the change?
About this building that has just collapsed, an investigative panel has just been set up. This panel will find out who among the professionals were involved. We have not concluded that no professional was involved in the project. What we are saying is that any registered professional, for instance any registered builder, involved in the project will be held liable. We don’t have details of who is involved yet.
There have been a lot of speculations about the approval; we have not seen the approval, but the panel can ask the Ministry of Physical Planning and Urban Development to present the approval plans in its procession. That is what can be used to answer this peculiar question. How many people have seen the actual drawings approved by the ministry? Until they say this is the approved one given to the company called Fourscore Homes, we won’t know the truth.
What we are saying is simple; there is a difference between monitoring and quality control. The government cannot employ workers to sit perpetually on another person’s site except that person is going to pay the government staff members. The government employees, who are monitoring construction sites, are not sufficient for the job. When they get to a site and seal it off, before they get back to the site, it will take them another couple of days. Meanwhile, those who are developing have already broken the seal and continue with their work.
This is the problem we are facing all over. People too are not obeying laws. Impunity is a great problem in our building industry. Some of these people will employ street urchins to protect their sites. When monitoring officers come to the location, they are harassed. Before you can bring enforcement that is centrally located, it will take a lot of days. Before then, substandard development would have taken place. We are deceiving ourselves if we think monitoring officers, who are to check adequacy of structure on site for the construction work, will turn to quality control/assurance officers.
What monitoring officers should do is to identify professionals to be held responsible for what happens to the project. That is why we need a project board on the site, which shows adequate information about the different professionals involved. For the collapsed Ikoyi building, the addresses of the professional firms were not on the board and the phone numbers were looking suspicious; the information on the board was not transparent.
Some of these agencies have been turned into revenue generating agencies whereby their target is on contraventions. So, when they monitor round, because they already have the target to deliver, they are more concerned about how to generate money. It is ironic that their prayer is that let people contravene, so that we make more money. That is also a problem; they have been turned to tax collectors. Even developers begin to cheat on building processes with the intention of paying charges for contraventions. In the process of generating revenue, they are encouraging infringement.
The Minister of Works and Housing, Babatunde Fashola, has refuted the claim that there was no housing deficit in Nigeria. What is your view on this?
The answer is obvious. How many graduates are being churned out by our institutions of higher learning yearly? You can get that through the National Youth Service Corps data. Every graduate that comes out is a potential family man. Once you get married, you must have a comfortable apartment for a young couple. When you multiply such young couples’ apartments all over the country per annum with the number of apartments constructed in the country per annum, you will discover that there are housing shortages.
That’s just an example of graduates, not to talk about other sectors of the population. So, what the minister is saying is that when you construct a building and patronage is not as regular as expected, you may be tempted to draw a conclusion that maybe there is no serious shortage. The minister may not be considering purchasing power of individuals that are supposed to own their apartments. Many people are squatting; many graduates are still married in their parents’ homes. That’s a simple analogy.

Man confesses to killing Vanguard reporter, Tordue Salem, in hit-and-run by Solomon Odeniyi
A hit-and-run driver, Itoro Clement has confessed to knocking down the missing Vanguard reporter, Tordue Salem.
Salem had been declared missing since October 13.
Parading the suspect on Friday at the IRT premises in Abuja, Itoro said he hit Salem at the Mabushi area on October 13 and sped off.
Meanwhile, one Prince Enyenihi, 25, has been arrested for attempting to extort the reporters family. He had sent a text message to Salem’s wife with a concealed number demanding N100 million as ransom.
His message read in part, “If you don’t pay, Tordue will be killed in seven days. For more information, call this number.”
During interrogation, Enyenihi said he got Salem’s wife’s number from a flyer which declared him missing.

UPDATED: Court remands ex-DG of FIIRO for alleged certificate fraud by Sodiq Oyeleke with agency report
Justice Sherifat Solebo of an Ikeja Special Offences Court has remanded Chima Igwe, a former Director-General of the Federal Institute of Industrial Research Oshodi, over alleged certificate fraud.
Solebo held that Igwe should be kept at the Kirikiri Correctional Centre pending the perfection of bail she granted him in the sum of N500,000 and two sureties in like sum.
Igwe pleaded not guilty to a three-count charge of giving a document with false information, using office to proffer unfair advantage and making false statement to a public officer.
The charges were proffered against the ex-director-general by the Independent Corrupt Practices Commission.
According to ICPC Lead counsel, Mr Henry Emore, Igwe committed the offences in Lagos sometime in December 2002.
The ICPC alleges that Igwe, while being a public officer with FIIRO, knowingly gave, with intent to deceive, an attestation letter signifying completion of a PhD programme from the University of Abomey-Calavi, Republic of Benin, to the organisation.
“He conferred unfair advantage upon himself through the presentation of attestation letter which enabled him to gain many promotions at FIIRO and rise through the ranks to the directorate cadre.
“Sometime in January 2020, Igwe made a false statement to detective Andrew Osove, an investigating officer with the ICPC.
“He falsely told Osove that he completed his PhD programme at UAC, Republic of Benin, in 2001, when, indeed, he knew that such a statement was untrue at that particular time,” ICPC said.
The alleged offences contravene Sections 17(1)(c), 19 and 25(1)(b) of the Corrupt Practices and Other Related Offences Act.
Igwe’s counsel, Mr E.O. Ekong, via a bail application dated September 27 and supported by an 18-paragraph affidavit, had asked the court to grant him bail in liberal terms.
In a short ruling, Solebo granted Igwe bail in the sum of N500,000 with two sureties in like sum.
“The two sureties should reside in Lagos and should be employed with proof of income. The address of the sureties must be verified by the court.
“The defendant is to be remanded at the correctional centre pending perfection of bail.
“This case is adjourned till 21, 22, 23 and 24 February 2022 at 9 a.m. for trial,” the judge held.
The PUNCH had the crisis at FIIRO started after the immediate past DG of the institute, Prof. Gloria Elemo, left office in April 2019.
Igwe’s appointment as acting DG was opposed by the governing board after the PhD with which he gained promotions for over 18 years became a subject of investigation by the ICPC.
The Minister of Science, Technology and Innovation, Dr Ogbonnaya Onu, however, overruled the board, insisting that he should be the acting DG.
After investigations by The PUNCH and the ICPC confirmed that the doctorate, which he claimed he obtained at the Universite D’Abomey Calavi, Benin Republic, in 2001, was non-existent, he was removed.
He was also demoted to the position he held more than 18 years ago.
That decision pitted the board against the minister, who began moves to reinstate Igwe, including writing the President, Major General Muhammadu Buhari (retd) to confirm him as substantive DG.
The minister also had face-offs with the then board Chairman, Alhaji Ibrahim Gwarzo, who insisted that Igwe deserved prosecution and not reinstatement for the alleged fraud.
The President, in a letter dated September 7, 2021, rejected Onu’s request to confirm Igwe and ordered the ICPC to prosecute him for “giving false information to his employers”.
The minister later dissolved the FIIRO board and others, saying they had served out their tenure.

Nigerians are competitive abroad due to good education at home, says Buhari by Segun Adewole
The President, Major General Muhammadu Buhari (retd.), has said the competitiveness which Nigerians display abroad is a result of the good education they acquired before travelling out of the country.
This is as he urged Nigerians in Diaspora to always abide by the rules of their host countries.
The President said this when he met with the Minister of State Foreign Affairs of the United Arab Emirates, Shaikh Shakboot Alnahyan, at the sidelines of the Paris Peace Forum on Friday.
Special Adviser to the President on Media and Publicity, Femi Adesina disclosed this in a statement titled ‘Nigerians Competitive Both Home And Abroad, President Buhari Tells UAE Minister.’
Adesina quoted Buhari as saying, “Nigerians are all over the place, very competitive. And the competitiveness starts from home, where they have acquired good education, gone into businesses, and then take all that abroad.”
The President encouraged Nigerians in Diaspora to “subject themselves to the rules and standards of the country in which they live either as working class, or doing businesses.”
He welcomed the offer by UAE to partner with Nigeria in the areas of renewable energy, agriculture, infrastructure logistics, and provision of vaccines to further control the COVID-19 pandemic.
On his own part, Minister Alnahyan said his country “thinks very highly “of President Buhari’s leadership, noting that he was striving to “build a better future for generations to come.”
He said there were lots of Nigerians in his country “who add much value,” assuring that the headwinds of the recent past in the relationship “are now behind us.”
According to him, “We want to secure, deepen and strengthen the association for the future. We have a lot in common. We may be taking small steps, but they are leading somewhere.”
On proposed investments in Nigeria, Alnahyan said it would be a win-win situation, “which would bring hope and opportunities for people in both countries. We want to come and add quality and value.”
Adesina said the Minister equally commended the Nigerian government for its robust tackling of violent extremism.

Saliu Mustapha: The ‘Perfect Gentleman’ who wants to be APC National Chairman By Babatunde Abdulrahman
They say politics is not a game for gentlemen; that politics is as dangerous as it is deadly; as devious as it is treacherous. It is a zero-sum game where there is no mark for efforts. But there is a man that is proving bookmakers wrong by all standards.
At 10:05am on Saturday 6th October, 2018, on the commencement of the Gubernatorial Primaries of the All Progressives Congress in Kwara State, a strange and sudden announcement was made on a federal radio station in Ilorin to the effect that a leading gubernatorial aspirant had been ‘disqualified’ from contesting the elections.
That candidate was Saliu Mustapha, arguably one of the top three contenders bookmakers had predicted would carry the day at the primaries. The other two were a former Vice-Chancellor of the University of Ilorin, Prof. Shuaib Oba Abdulraheem and a member of the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC), Alhaji Shuiab Yaman Abdullahi.
While the duo of Oba and Abdullahi came second and third respectively at the primaries as predicted, Saliu Mustapha was left in the cold, smarting bitterly from a ‘coup’ mischievously orchestrated against him by some unnamed powers-that-be in the middle of a contest he was all but billed to win.
By the time the dust would settle over the confusion generated by the radio announcement, the primary had been concluded and won.
It was therefore no surprise when the National Working Committee of the party apologized to Mallam Mustapha over the unauthorized announcement of his purported disqualification. The apology letter said Mallam Mustapha was cleared by the National Working Committee appointed screening panel as a governorship aspirant to contest for the primary election, but his disqualification was erroneously announced by “unknown source” when voting was midway.
The party said it regretted the embarrassing mischief directed at the governorship aspirant during the primary election by a faceless individual, adding that it regarded Mallam Mustapha as an outstanding and loyal stakeholder and leader in its resolve to unify and strengthen the party, particularly in Kwara state.
In the wake of the crisis, all eyes were set on Mallam Mustapha as political watchers and party faithful were uncertain about the politician’s next move. Many opined that he would jump ship and work for the then ruling Peoples’ Democratic Party (PDP) in Kwara State, while some said he would remain in the party without significant contribution to its success in the general elections. In fact, an Ilorin-based Senior Advocate of Nigeria had offered a free legal consultation to Mustapha to sue the APC for what he described as an ‘unprecedented act of injustice’ meted against him at the polls.
However, Mustapha would shock many shortly after the controversial primary when he donated his campaign office in support of the party’s flagbearer, Abdulrahman AbdulRazaq, thus re-affirming his commitment to the Otoge Revolution that would later sweep through Kwara in the general elections.
As if not enough, Mustapha mobilised several millions of Naira in personal till and from vastly rich network of friends across the country in support of virtually all the candidates of the APC that contested the 2019 elecrions in Kwara state. He subsequently apologized to all his aggrieved supporters to take solace and work for the victory of the party.
It was therefore no surprise that he played a major role in the victory of the APC in the last elections in the state.
When some pundits opine that politics is not for gentlemen, they perhaps hadn’t heard of Mallam Mustapha whose conducts at the time many applauded as an epitome of loyalty to party and uncommon political maturity.
Consistent Progressive
Mustapha’s progressive ideology dates back to his years as a principled opposition politician in Kwara State, one who withstood all entreaties by the ruling elites in the state to draw him into their camp when it was not fashionable to be in the opposition.
A successful businessman in his own right, Mustapha has always aligned with progressive-minded politicians since his school days. He cut his political teeth first under Chief Alexis Aniello, and later under Chief Olu Falae and Alhaji Balarabe Musa. He would finally settle with President Muhammadu Buhari at a time the latter was settling into civil life.
Between 2001 – 2002, Saliu Mustapha was the National Publicity Secretary of the Progressive Liberation Party (PLP) under the leadership of Dr. Ezekiel Ezeogwu. A little further in 2003, Mustapha and other likeminds came together to register and form the Progressive Action Congress (PAC), where he was returned again as a National Publicity Secretary, an impressive feat for his age and clout at that time.
Mustapha was an influential member of the All Peoples Party (APP), which later metamorphosed to the All Nigeria Peoples Party (ANPP). He would, together with the the kitchen Cabinet of Buhari, later register the defunct Congress for Progressives Change (CPC) where he served as the Deputy National Chairman.
Working together with other sincere, committed and patriotic Nigerians, he was at the vanguard of the promotion of the candidacy of then candidate Muhammadu Buhari in 2007 in the ANPP, and later in 2011 on the platform of CPC.
In 2013, he joined forces with likeminded politicians across the country to form the All Progressives Congress (APC), working strategically with others to secure the APC presidential ticket for then General Muhammadu Buhari.
Apart from being a consistent progressive politician, Mustapha is easily the only scandal-free politician among the bigwigs vying for the position of the APC National Chairman in its forthcoming convention.
Grassroots Appeal
Mustapha’s most important strength is perhaps his connection with the grassroots and passion for community development as a catalyst for national development.
Although most of his community engagements and human resource development initiatives are done behind the cameras, they haven’t gone unnoticed in recent years culminating in his ultimate recognition as the Turaki of Ilorin by the Emir of Ilorin, Alhaji Ibrahim Sulu Gambari.
When he was pronounced the Turaki of Ilorin last month amid pomp and pageantry, many wondered why so much positive remarks were being said of the man at the time despite being behind-the-scene for so long. But those who knew him said he has always preferred to operate from behind the scene, allowing his works and impact in community, state and national development to speak for him.
Through the Saliu Mustapha Foundation, Mallam Mustapha has recorded so much impact in the lives of young people, women and children in Ilorin and environs, giving them opportunities to live better lives. His acceptance among the masses irrespective of political affiliation is a testimony to his enigmatic persona.
Although the Nigerian political space is replete with cases of violence, mudslinging, oppression and related intra and inter-party shenanigans, Mustapha has shown in words and deeds that he represents a breath of fresh air.
As the Special Guest of honour at the NUJ Pressweek in Ilorin in May, the question of what a ‘gentleman’ like him was doing in the murky waters of politics in Nigeria popped up. In his soft-spoken manner, he noted that politics, like most other arts, has its formula and as long as the formula is known, mastered and adopted, the paths to a successful political participation is all but smooth.
“Politics, as complicated as it might appear, can be quite simple, if approached tactically. It has its language and dynamics. In a way, it is like mathematics, with its own formula. Knowing the right formula is half the job done, mastering and adopting it all the way is the other half. Then pray, and pray and pray more,” he was quoted as saying.
A firm believer in the strength and diversity of a united Nigeria that works for all, Mustapha has always warned against inciting comments capable of plunging the country into another civil war. He has consitently called for peaceful means of resolving conflicts.
Like Martin Luther King said in his Oslo speech, to progress and record advancement, “mankind must evolve for all human conflict a method which rejects revenge, aggression, and retaliation.” Such pacifist and gentlemanly approach is the Mustapha approach. That, ultimately, is the approach that can engender growth and development in Nigeria’s party politics, electioneering and governance.
APC National Chairmanship Aspirant Canvasses for More Youths Inclusion in Nation’s Leadership By Demola Akinyemi
One of the frontline National Chairmanship aspirants of All Progressives Congress(APC), Mallam Saliu Mustapha has called for more youths inclusion in the arts of the nation’s leadership come 2023.
Mallam Mustapha who spoke in Ilorin, Kwara state capital on Monday shortly after being honoured as “Philanthropist of Our Time” by the Youth Assembly of Nigeria, said that, the youths inclusion in the day to day governance would provide them the needed opportunity to offer fresh ideas that would uplift the socio-economic development of the nation.
He said, “My message to you is that this moment is your moment. In politics and governmance, trade and business, sports, and particularly the ICT, there is a renewed vigor on the youths and their participation in nation building.
“We all need to seize the moment and make the best use of it. Like I said in a recent public discourse, it’s youths o’clock. In other words, this is the moment for the youths, and I encourage you all to make the best use of the opportunity”.
The aspirant who is also Turaki of Ilorin added, “There is no better evidence that the youths are now being sought after for solution and leadership than what the present government in Kwara state is doing in terms of youths inclusiveness in governmance.
“In recent past, I do not think there’s any government that has offered the youths a quality platform to shine than the APC-led administration in Kwara state.
“The least you owe the brain behind this revolution, Mallam Abdulrahaman Abdulrasaq, is to be dutiful, diligent, trustworthy and responsible in any role assigned to you.
“This is why one is not surprised that Gov. Abdulrahman Abdulrazaq is being honoured today with the youth friendly award.
“My dear brothers and sisters, to whom much is given, definitely much more is expected in return. By living up to expectations in any position the youths may be assigned, you will inadvertently pave the way for more youths inclusion in the affairs of the state.
“Youths should support and not pull down their kind. When you see any member of your generation trying to climb the ladder of leadership, either in politics or business or even community development, be supportive of the effort”.
Represented at the event by Alhaji Uthman Balogun, the Deputy Director of the Saliu Mustapha Foundation, Mustapha said, “We ask for more spaces for the youths not only in Kwara state but nationally.
“Insha Allah, whenever the opportunity presents itself to me, I make a solemn commitment to ensure that the youths take the central stage.
“I must not complete this message without thanking members of Youth Assembly of Nigeria for finding me worthy of the award of ” Philanthropist of our time.”
“Although, our philanthropic activities are being done for God and humanity, without craving earthly reward, it is nevertheless heartwarming that these efforts are being appreciated from far and wide.
“I assure you that the award will only but spur my team and I to double up our philanthropic efforts. By this, either directly or indirectly, we are supporting the government’s social safety programme, which is a toast nationally”.
