About 12,000 federal projects abandoned across Nigeria


An estimated 11, 886 federal government projects were abandoned in the past 40 years across the country, Founder of the Africa Diaspora Research in Charis Complex, Centurion, South Africa, Professor Kole Omotoso, has said.
The university don, who quoted this from the report of the abandoned Projects Audit Commission set up by President Goodluck Jonathan in 2011, stated this while delivering the Federal University of Technology, Akure’s 24th Convocation Lecture titled, ‘Technology and Human Development’
He said lack of a functional steel complex anywhere in the country would make it impossible for Nigeria to achieve any meaningful technological growth before year 2020.
Mr. Omotoso, an expert in Comparative Literature, identified corruption as the major cause of Nigeria’s backwardness in technological development.
Mr. Omotosho lamented the abandonment of the multi-billion dollar Ajaokuta Steel Complex and other federal government owned steel firms across the country as a result of sharp practices by corrupt leaders.
His words, “In  1979, the federal Government of Nigeria under General Olusegun Obasanjo, signed a global contract that was opened to bidders from the whole world. The leaders believed then that without a functional steel industry, there can be no industrialization and no material with which to build infrastructure.
“The contract was signed with TyajzPromExport of the then Union of Soviet Socialist Republics for the establishment of the Ajaokuta Steel project. The date of completion was 1986 but it was never completed till date due to policy inconsistencies and massive project corruption for which no one was ever punished.”
Mr. Omotoso explained that the project was abandoned “after it had become one of the bottomless drain pipes of the national coffers.”
He said former President Ibrahim Babangida reviewed the project in 1986 and signed a new contract with the same Soviet firm, the TPE, which started it in 1979 with a new completion date of 1989.
He explained further that the project was also later abandoned when it was 99 percent completed and that no reason was given for its abandonment till date.
He said, “In all, Nigeria spent $5bn on the Ajaokuta Steel Complex project which was supposed to cost $650m.
“Nigeria was listed as the 41st steel producing nation in the world and by 2010; the country was no longer listed at all as a steel producing nation.
“During those years of the Ajaokuta Steel Complex project saga, Nigeria spent N2.1 trillion on the importation of steel products into the country.
“During the same period, the TPE had successfully completed on schedule, steel complex projects for various countries working towards industrialization and infrastructure building around the world including China, South Korea and Brazil,” he added.
Mr. Omotoso described the abandonment of the Ajaokuta steel firm project as “the most spectacular project abandonment among thousands of abandoned projects in Nigeria.”
He cited the case of a contract for the construction and equipping of a Federal Medical Centre in Ohambele community allegedly awarded to former Senate President, Adolphus Wabara, in 2002.
He said the project, which was published by the Niger Delta Professionals for Development, Effurun, in Delta State in its Citizen Score Card publication, revealed that the project was not executed at all.
“On paper, however, it seems the project has been completed because when it reached the stage of supplying equipment and drugs, they were supplied and it was kept in the former Senate President’s house up till today,” he added.
Mr. Omotoso said the Nigerian Ports Authority also revealed six months ago that there were 500 containers which contained materials for various abandoned federal government projects across the country.
He submitted that Nigeria’s hope of becoming a technologically developed country would remain a mirage if corruption were not immediately addressed.

PDP admonishes Oshiomhole over abandoned projects, others

The PDP asked the governor to complete the abandoned projects.
The Chairman of the Peoples Democratic Party, PDP, in Edo, Dan Orbih, has called on Governor Adams Oshiomhole to complete the Central Hospital and other abandoned projects in the State.
Mr. Orbih told the News Agency of Nigeria (NAN) in Benin on Monday that the number of abandoned projects in various parts of the state was worrisome.
“On assumption of office, Oshiomhole gave the people, especially the youths, so much hope on job creation,” he said.
The chairman, therefore, called on the government to make good its election promises by providing jobs for the people as well as ensuring that all projects embarked upon were completed
He noted that the present administration embarked on various projects at the same time without considering how they would be funded and completed. He also said the Constitution was not the problem of the country, but its operators, adding however that some sections should be reviewed.
He said there was need for upward review of the minimum qualification for contesting election into governorship position.
On the party’s preparation for 2015, the chairman said campaigns were on but without rallies.
“Political activities geared towards 2015 had begun in earnest,” he said.
On the delayed election into the Esan North East Local Government Council, Mr. Orbih said the party would win the election irrespective of how many times it was conducted.
“Two attempts had been made by EDSIEC to conduct elections, and on both occasions, the state electoral body refused to announce the result.
“As at today, EDSIEC is yet to say when the election would be conducted,” he said.
Mr. Orbih blamed the high rate of crime in the state on the failure of the administration to fulfill its promises to the people.

Mitt Romney On 47 Percent Remark: 'Actually, I Didn't Say That' About Personal Responsibility

His infamous 47 percent remarks were taken out of context, Mitt Romney told The Washington Post's Dan Balz in an interview published Sunday.
Asked about the oft-cited quote that 47 percent of Americans can't be persuaded to take personal responsibility, the 2012 Republican presidential nominee said, "Actually, I didn't say that ...That's how it began to be perceived, and so I had to ultimately respond to the perception, because perception is reality."
At a May 2012 closed-to-the-press fundraiser in Florida, Romney said, "And so my job is not to worry about those people -- I'll never convince them that they should take personal responsibility and care for their lives. What I have to do is convince the 5 to 10 percent in the center that are independents, that are thoughtful, that look at voting one way or the other depending upon in some cases emotion, whether they like the guy or not, what it looks like."
But Romney told Balz that the focus of his remarks was on swing voters, not on those who were already in President Barack Obama's camp. "[I]t was saying, 'Look, the Democrats have 47 percent, we've got 45 percent, my job is to get the people in the middle, and I've got to get the people in the middle,'" he said. "They’ve got a bloc of voters, we've got a bloc of voters, I've got to get the ones in the middle. And I thought that that would be how it would be perceived -- as a candidate talking about the process of focusing on the people in the middle who can either vote Republican or Democrat."
Romney's argument that the remarks were taken out of context is a new defense for him. During the campaign, he said at first that they were "not elegantly stated" and then that they were "completely wrong."
Also in the interview with Balz, Romney claimed that Obama had made a similar comment: "And I think the president said he's writing off 47 percent of Americans and so forth. And that wasn't at all what was intended. That wasn't what was meant by it. That is the way it was perceived."
Romney nonetheless acknowledged that the quote was "very damaging" to his campaign. Indeed, the Obama campaign seized on the remark, creating an ad based on it, and the former Massachusetts governor took a hit in the polls.

A person's gender affects when they drink and how they feel the morning-after-night-before, according to new research.
A study has found that men tend to drink when they feel angry and women experience more depressive emotions the day after drinking.

Valerie Harderassistant professor of psychiatry at the University of Vermont and lead author of the study, said ‘These male-female differences are consistent with several reports showing that men and women respond differently to stress, and experience mood and substance use disorders at different rates.'
To understand people's moods and drinking habits, Professor Harder and her colleagues used an interactive voice-recording program like the ones found in call centres.
 
The 246 study participants, aged between 21 and 82, were problem drinkers who had been flagged by their primary-care doctor.
The suspected alcoholics then went through an alcohol treatment program and were called in every day for six months and reported their moods, stress level and drinking habits on the program.
The results revealed that for men, it was anger that fuelled drinking. 
According to the study, a man who felt angry was more likely to drink the next day than a man who did not feel angry.

The study found that men were more likely to turn to drink if they were angry. Women on the other hand were found to become far more depressive after drinking a large quantity of alcohol
Professor Harder said: 'Working on strategies for male drinkers to manage their anger may warrant special emphasis in alcohol treatment approaches [in the future]. 
'Furthermore, results from a recent study of relapse after alcohol use treatment suggest that targeting the relationship between [negative emotions such as anger] and alcohol use
could decrease the probability of relapse, thus improving alcohol treatment outcomes.'
Happiness and sadness were also recorded in the study.
While researchers found that neither emotion acted as a particular trigger for drinking in one gender over the other, they did discover that they did surface after drinking.
Professor Harder and her colleagues presumed that people would report less anger and sadness after drinking, and more happiness a day after drinking. But the data showed the exact opposite.
Both men and women reported feeling less happy the day after drinking, but the effect was much stronger for women.
The researchers said the findings could play an important role in developing new treatment approaches toward alcoholism and relapse prevention.
Professor Harder said the findings could be useful in the doctor's office and at home - people who feel alcohol improves their mood may want to pay attention to how they feel the day after drinking.
And rather than simply asking about the number of drinks a person has in a week, doctors could also ask patients about their moods before and after their drinking.

The remarks come as the  gay marriage debate rages around the world.
