Unity of all the people of the country is good but when campaigns for election start in earnest, the candidates will move across parts of the country to canvass for votes. I wonder what Obi will tell the Northern people especially the Hausa and Nupe Muslim community why as a governor in Anambra he decided discriminate against them by  demolishing their markets, like the  Northern Goat dealers Market ,  Arewa Park , Arewa Onion Dealers Park etc

When he goes to Yoruba Land he will have to explain a similar action too at
Osogbo Park , Akure Park and Ilorin Park.

These parks at Bridge Head have been in existence since 1977 but he decided to demolish them in an attempt to force the non' indigenes ' surrender their businesses to indigenes.

As a popular and influential trader himself in Onitsha he instigated people not to lease or sell their land to non indigenes.

The Sultan Sa' ad Abubakar and Etsu Nupe together with the GOC 82 Division personally visited and pleaded with him to give them time to look for alternative places  but he refused. The demolition of all their business structures and six Mosques were carried out. Many of them had to relocate back to the North.

A lot of the people of Yoruba community especially the Kola Nut dealers had to leave too.

There is another person who tried to intervene, a certain Minister of National Planning from North West. He was a deputy governor in CBN. One Yoruba Muslim cleric who leads prayer at Uga Street Mosque, Fegge area in Onitsha was in Mecca performing lesser Hajj and was in the same company with the then Minister of National Planning, he was complaining bitterly about the discriminative stand Obi was taking around that time especially to the Northern and Western people . Fortunately the Minister knows Obi very, he had to put a call across to him, he pleaded on him to tamper justice with mercy, he never did, it was alleged that he (Obi) went ahead to report him to GEJ. What he told the President, no body new but people reported that he instigated his sack from office and boasted about it later , saying : we are in charge, this is our time.

It will be hard selling Obi as a unifying factor not only to the North but even to the South West, we all will remember how he instigated hatred against Yoruba people by sensationalizing Fashola's innocent action when he repatriated beggars on the street of Lagos and handed them over to their state governments. There are more beggars of Northern origin in Lagos than there are from the South East, not a single Northern Governor accused Fashola of any discrimination or incited hatred against Yoruba people.

When you are in politics seeking public office, people will not look at the length of your CV, the schools you attended etc, they will be more concerned with your antecedents.

This is the time people will remind you about your past. Atiku and Obi's past are not lost in our memories. And the best place to remind them is the polling booths.

Security chiefs have raised the alarm that disgruntled politicians are stockpiling arms to scuttle the 2019 general elections.

They made this claim in their presentation to President Muhammadu Buhari at the Presidential Villa, Abuja, yesterday during their National Security Council meeting.

In attendance were all the service chiefs – the chiefs of army staff Gen Tukur Buratai; air staff, Air Vice Marshal Sadique Abubakar; naval staff, Vice Admiral Ibok Ekwe Ibas, and defence staff, Gen Gabriel  Olonisakin, as well as the director-general of the Department of State Services (DSS), Yusuf Magaji Bichi; the inspector general of police, Ibrahim Kpotun Idris; the minister of defence, Mansur Dan Ali, and national security adviser, Gen Babagana Monguno.

The chief of defence staff, Gen Olonisakin, who made the presentation on behalf of the service chiefs, said the country’s security architecture was primed to ensure violence-free general elections next year.

According to him, the security bosses discussed the general overview of the security situation in the country as it relates to the conduct of the forthcoming 2019 general elections.

Expressing concern over the possibility of post-election violence, the security chiefs alleged that desperate politicians may whip up ethno-religious sentiment to create security situation in the country

They recommended the deployment of security agencies to states to ensure the peaceful and smooth conduct of the elections, to douse tension created by the outcome of the political parties’ primaries and to thwart the plan of some desperate persons to sabotage the electoral process.

“The meeting also discussed attempts to put pressure on  the electoral body by some notable personalities through demonstrations, which was brought under control by the combined efforts of security agencies, to avoid it from being hijacked by hoodlums and armed bandits.

“Another area of security concern includes post-election violence, as desperate politicians may whip up ethno-religious sentiments to create security situation in the country.

“Also of concern is the proliferation and stockpiling of weapons by some disgruntled elements with a desire to take the law into their hands at the slightest opportunity,” he said.

Olonisakin further stated that the Council called for the concerted efforts of all security agencies to ensure that 2019 elections are hitch free, just as it stressed the need for continuous sensitisation of the public by National Orientation Agency (NOA) and regular meetings of relevant stakeholders including INEC, international/ local observers and the media ahead of the elections.

Council Lacks Power To Suspend Me, Says Ex-NHIS Boss

The suspended Executive Secretary of the National Health Insurance Scheme (NHIS), Professor Usman Yusuf, has faulted his suspension by the Governing Council of the scheme.

In a letter dated October 19 and addressed to the Council Chairman, Mrs Eyantu Efene, Professor Yusuf argued that the Council lacked the powers to make such a decision.

According to him, the NHIS Act only empowers the Council to appoint directors and other employees of the scheme.

“As you are aware, by virtue of section 8 of the NHIS Act, my appointment, like yours, is at the instance of the President and Commander-in-Chief of the Armed Forces while the Council’s power of appointment is limited to directors and other employees of the scheme,” Professor Yusuf said.

“It is, therefore, clearly ultra vires for the Council to suspend or purport to suspend me from office to the extent that the said suspension is the prerogative of Mr President”.

Yusuf’s reaction comes one day after he was handed an indefinite suspension by the NHIS Governing Council.

Mrs Efene had disclosed this to reporters after a meeting which lasted for about three hours with relevant stakeholders in Abuja.

She added that the Council had instructed Mr Sadique Abubakar to immediately take over as the acting Executive Secretary of the scheme.

Professor Yusuf’s suspension followed allegations of attempts to illegally execute a N30billion investment in Federal Government bonds, as well as insubordination among others.

ISSUES BASED CAMPAIGN BROUHAHA

It was about 10:30 yesterday night i checked my inbox after a busy day trying to monitor the PDP primaries and i got a message from a friend asking me to do PMB a favour by emphasising on an issue based campaign for Mr integrity. I did not argue much with her because she has a political office attached to herself. She wants to be diplomatic.

I am only going to toe that path on some conditions. If the camp of Atiku do the same with issue based politicking and no insults or lies. I am not a saint and am not planning to be one yet. Not even in this political war chess.

After the primaries yesterday, i was reliably informed that Atiku has mobilised his media foot soldiers and has set up new blogs to promote his image and castigate the image of our darling president. This was on standby since because he wanted to be sure he picks the ticket. 

From how the primaries went, i am sure we all know Atiku can spend silly to clinch that seat and paying huge for media propaganda is  child's play to him. We must be on a look out. 

At a stage, some prominent Buharists will be tempted by his large wallet and switch allegiance to Atiku for the cash. This will happen in both social and print media. Betrayal is normal and we know that. 

An average Nigerian believes what he or she reads on the social media and can get carried away with it no matter how sketchy and lame the news is. We must be aware as they are coming out in full force with lies and character assassination of PMB. It will not be easy as they will be given the full arsenal to unleash on the presidency with fake news and a well created pictures to back their claims.

You are entitled to believe me or not but i can reliably tell you that foreign websites have been cloned for the purpose of disseminating news that will implicate Buhari on massive corruption in his government by his ministers and aides along with some of his ambassadors.

The idea is, Nigerians will feel it is authentic if a cloned foreign websites breaks a news. The strategy is, Nigerians believe the first news and leave with it but suspect it is denial when the news against that lies by the first news later breaks out. Then the electorates must have heard and the evil must have been done. Too late!

Why we Buharists are too intelligent to handle them and always have facts in our arsenal, we must not always wait to be on the defensive. We can employ the offensive tactics too let them defend and let Nigerians see theirs as the denial. We should break the news too and not wait for their next lies.

Again i suggest we must stop quoting Atiku and his aides or public figures who support him and anything he says on our timeline. That way we will keeping him and his gangs in the dark except what they say is bad for their own image then we say it.

Yes i agree Atiku can not be a match for Buhari but this is politics and a single day can happen like a year. Do not underestimate your opponents.

We must attack first not always defend.

We must match their lies with facts

We must go dirty when they go dirty. This is Africa.

We must be alert. 

We must be ready for whatever!

Nine ‘infractions’ why Usman Yusuf was suspended as NHIS Executive Secretary (FULL DETAILS)

The Governing Council of the National Health Insurance Scheme (NHIS) has released a list of infractions that eventually prompted Thursday’s indefinite suspension of the embattled Executive Secretary of the Scheme, Usman Yusuf.

PREMIUM TIMES reported how the official was suspended again amidst jubilation at the Abuja office of the scheme. He had been suspended earlier in the year by the health minister but was reinstated by President Muhammadu Buhari.

Mr Yusuf, 54, took over the state-run health insurance provider on July 29, 2016 but his reign at the agency has been bedevilled by controversies. Workers said he ran the NHIS with an ‘iron fist’ for the two and a half years he has held sway at the saddle. They described his latest suspension as a “breakthrough.”

While announcing his suspension to journalists on Thursday, Enyantu Ifenne, the chairperson of the governing council, said several executive infractions that “we can not ignore” had been observed, noting that the council resolved to suspend Mr Yusuf because it was inundated with petitions and infractions against him in the past six months.

Beyond the infractions listed below, the council noted streams of petitions against this official which emanated mainly from management staff, unions and civil societies. The petitions allege procurement violations, financial mismanagement, executive high handedness, conflict driven management style, total disregard of professional advice by management staff, militarisation of work environment, inciting staff against council and wilful appropriation of NHIS property and others.

Here are nine infractions listed against Mr Yusuf by the Governing Council

1) 2018 Budget Crisis
At the Inauguration of the council in March 2018, NHIS had no approved budget for its activities for 2018. Therefore, council underscored passing the 2018 Budget as priority. Unfortunately, management of the scheme seemed unmindful of the financial and operational risks and consequences of running a public entity without approved budget. Sadly, ten months into the financial year, the scheme has no approved budget.

To arrest the drift and expedite progress, the finance committee and council held five meetings, dedicated to the budget culminating in a resolution on 24th July 2018 which directed the Executive Secretary (ES) to amend, reflecting final council positions and represent for Chairman’s signature to avoid further delay.

Some highlights of the required amendments include the following;

a) Removal of the N264 million padding discovered in the budget proposal.

b) Reduction of the 2018 training budget from N1billion to a realistic N250 million to avoid the training stampede in 2017 when N919, 664, 800 was spent, in just three months, without needs assessment and departmental; training plans.

c) Removal of the N100 million posting and transfer provision since the council had adopted an early policy that transfers/postings shall be contingent upon outcome of comprehensive staff audit to enable the scheme align transfers and postings with needs, structure, skills and organization strategy.

D) Removal of the frivolous provision of N50 million for an additional SUV for the ES considering that one was acquired for him only last year.

However, after many reminders through council members, the ES forwarded the budget documents on the 6th August, 2018 without the amendments as directed. The Chairman subsequently, returned the budget documents to weeks later with detailed analysis. Significantly, till date there has been no response, compliance nor correspondence on the matter whatsoever from the ES despite written reminders sent to him by the Chairman.

2) Fraudulent Inflation Of The Cost Of Bio-metric Capturing Machines
The 2018 Budget Proposal submitted by the ES included the procurement of biometric capturing machines at a unit cost of N11, 500, 000.00 whereas the market cost is only between N700, 000.00 and N1, 4million depending on specifications. When council finance committee requested for more information and vendor presentation to justify the astronomical cost, the ES blatantly refused to oblige. It is significant that the ICT project cost escalated, without justification, by 42% from N7, 783, 185, 805.37 in 2015 to N18, 864, 674, 612.85v in 2016 and N14. 975, 032, 572.30 in 2018. Unfortunately, the ICT project which should significantly improve operational efficiency and service delivery is stalled because Executive Secretary denied council critical information requited for decision making on the project.

3) Attempt to illegally Execute N30 Billion Investment in FGN Bonds:
The ES submitted memos to council on 27th March and 25th April, 2018 requesting approval to invest N30billion residual funds. While the memoranda referenced ministerial  approval for the investment dated 18th August 2017, it failed to disclose ministerial memo dated 29th August 2017 which withdrew the earlier approval stating that investment would violate the prevailing Presidential order on operating TSA.

If the ES had succeeded in misleading the council to approve this investment, the scheme would have violated the presidential order on the operations of the TSA. In addition, the attempt by the ES to execute the N30 billion FGN bonds Investment through a private company instead of directly through the CBN, would have resulted in the scheme incurring investment arbitrage costs of between N600million to N1.2 billion which would have accrued to the private company.. Consequently, on account of the wilful failure to fully disclose critical information, council stayed action on the investment.

4) Unlawful Staff Postings And Wilful Defiance of Council Directive
Organization execute staff transfers and postings to match skills with needs and also align skills with organizational structure and strategy. Therefore Council directed management on 7th May, 2018 to conduct management review and comprehensive staff audit to maximize organizational benefits from staff postings and transfers.

Furthermore, to stabilize the management cadre, strengthen institutional memory and create proactive, consistent, confident professional insulated from unpredictable political appointees, Council resolved that, henceforth the authority to appoint, post and discipline staff of the directorate cadre shall reside with council in accordance with provision of the NHIS Act. No 35, 1999 section 8 (4a).

However, on 3rd October, the ES conducted massive postings and transfers of over 85 staff, in defiance of council resolutions. Furthermore, there is no reason, rhyme or rationale for postings.

First, the postings are arbitrary and, in some cases, punitive. For example, the GM procurement was posted to a zonal office and replaced by another GM who has no experiences of procurement. Also with postings, another GM, with no accounting or IT management experiences was posted as GM Contribution Management.

Secondly, the financial cost to the scheme, N48million in staff relocation allowances is not approved in the 2018 budget because council stepped down the N100 million proposed for postings.

Finally, the strategic and operational benefits of the postings are negligible and a colossal waste, particularly in the context of the gross deficit 2018 budget proposed by the ES. Sadly, the postings and the stampede to pay allowances without budget approval, two days before this council meeting, constitute a defiant, proactive and insubordinate act by ES and underscore the prevalent fiscal and management recklessness.

It is on record that the ES signed the minutes of the meeting of 7th May 2018 and the extract therefrom which established council resolutions on general postings and specifically, postings of directorate cadre staff as NHIS policy.

5) Wilful Refusal to Implement Council Directive on the Disbanding of Illegal Union
The ES refused to implement council resolution directing a local chapter of the Nigeria Civil Service Union in NHIS from operating in NHIS as a parallel staff union within the scheme. Contrary to assurances to council that the resolution had been implemented, the said union continues to operate, and generate tension with active support of the ES. His current defense for this act of defiance is that his lawyers, not NHIS legal department advised him to ignore council resolution on the matter.

6) Unauthorized Staff Travel In Defiance of Council Directive
In May 2018, ES requested for approval to travel to Geneva for himself and four other staff, including his personal assistant. Approval was granted for him but denied for the other four. However, he traveled with the four staff in defiance of the council directive. This unauthorized entourage arrived in Geneva just one day before the conference closed. This trip cost NHIS the sum of N17million which exceeds limit of N2.5million. He failed to justify his action in this regard, when council demanded one.

7) Superfluous Arrogation of Project Vehicles
The ES remains insensitive to the consequences of the gross budget deficit operated by scheme and continues to aggregate non-essential spending. For example, he arrogated seven project vehicles to himself. Three of these cars are for the office and four are located in his house. Also, one vehicle is allocated to his personal assistant who is not entitled to a vehicle. Besides, he is paid N500 thousand fuel allowance monthly for seven project vehicles to himself in the face of critical transportation challenges in states and zonal offices. The 2018 budget proposes additional N50million to procure another Toyota land cruiser for the ES. He has defiantly presented this item in the final draft against council directive. At the last council meeting the evidence submitted by Union petition was presented, he insisted the pool of vehicles were his entitlements as CEO. He then stormed out of the meeting.

8) Insubordinate Conduct by the ES
Council members, in particular the chairman, have been subjected to verbal assaults, unruly outbursts and various forms of unprofessional behavior by the ES, These include not limited but habitual lateness to council meetings. Some examples eloquently make our case here:

24th July, 2018 the ES arrived one hour late to the emergency budget review meeting holding next door to his office and offered no apology to council.

In August 2018, he unilaterally cancelled scheduled council meeting, rescheduled it and issued meeting notice to members without reference to chairman.

On October 17th, he sauntered to the meeting 35 minutes late, without apology, and demanded that his agenda, assembled without consultation, be accepted as the operated agenda for the meeting.

Explicit and wilful refusal to implement many council decision.

9) Failure to provide leadership for development of the strategic plan for the Agency despite Council’s Directives

As it stands, 13 years after establishment NHIS does not have a strategic plan. In March, 2018, Council directed management to work with stakeholders to develop a comprehensive 10 year strategic plan.

He argues that the strategic plan, management review and the staff audit are not his priority and is unable to appreciate the urgency and the significance of these critical management tools to reposition NHIS to achieve its mandate.

BUHARI'S FARM: WHERE ATIKU MISSED THE POINT - Maiwada Dammallam

When I read the PDP presidential candidate, Atiku Abubakar making fun of President Buhari's modest farm in Daura. I thought PDP/Atiku would be sensible to use the few months ahead explaining why any sensible Nigerian would abandon the safety of President Buhari's leadership to experiment with Atiku Abubakar as the modern day Christoper Columbus who will discover Nigeria's El-Dorado.

Not that I'm blaming Atiku for daily rolling in the mud just to stain President Buhari after all, you can only take a pig out of the gutter but you can't take the gutter out of a pig. I'm only interested in the absurdity of Atiku's campaign theme which is wholly centered on the person of President Buhari while ignoring the importance of explaining to Nigerians how he intend to address the problems he kept preaching to Nigerians that President Buhari has failed to address. It was quite petty reading his remarks about Buhari's farm. I will contribute few words to explain why Atiku couldn't comprehend the rate of growth of President Buhari's farm.

President Buhari farming business is a legitimate business, the only business civil servant are allowed to engage in. The rate of growth of his farm/cattle is commensurate with the economic reality of Nigeria and in conformity with what's obtainable in the North west. Buhari refused to used numerous opportunities that came his way to turn his farm into the big business Atiku had in mind when he attempt to assess the success of Buhari the farmer.

If President Buhari was a corrupt, unscrupulous, conscienceless and unpatriotic Nigerian, Atiku's farm in Adamawa which he claimed is the biggest, would be a little portion in Buhari's farm after he financed its growth with proceeds from his offices as Minister of Petroleum, Governor of N'East, Head of State and Chairman of the most successful intervention Programme in this part of the world, the PTF.

Had Buhari wanted, his Daura farm would have been an international brand with tentacles covering all parts of the globe long before Atiku discover the magic lamp that transmogrify a civil servant into a billionaire businessman that could afford to buy the conscience of a once described biggest political party in Africa, the PDP. But then, probably there wouldn't be a Kaduna or Port Harcourt refinery for Nigerians to see and acknowledge his uprightness. There would only be a Buhari playing big league in agriculture, rubbing shoulders with the John Marlones, Brad Kelly and the Emmerson family at the expense of shortchanged Nigerians. That he's being mocked by local giants for his modesty by Atiku only confirmed our disrespect for honor and integrity.

Buhari may not have a farm with a fancy name that resonate across Nigeria but he's generously compensated with a name that not only resonate across the globe but cause jitters among so called "successful businessmen" of Atiku's class and background. I'm sure President Buhari could easily give details of his investment without mixing gari and sand. I'm yet to get a coherent history of Atiku's so called business acumen. In one story Atiku claimed he started his business with a housing loan with which he built a house on a land allocated him by his state.

In another story he claimed he obtained a loan, bought vehicles and started a transport business. He left many unanswered questions without which making sense of his claims is humanly impossible. We may have to wait until Atiku settled on one of the two stories before we forensically audit his businesses to determine the rate of growth that made him the billionaire international businessman he is. Before then, let's just say it's highly probable that his business empire is an extension of the public offices he held and this stands until somebody provides detailed explanation of Atiku's sources of funding his conglomerate.

ATIKU: WE HAVE LEFT EGYPT FOREVER

Someone wasted 5 Billion Naira in one night and you want us to entrust Nigeria to him? To use us do exchange to his American friends? God will not "accept" for una. 

5 Billion Naira that can construct 200 world class health centres in rural areas at 50 million per one. It can build 10,000 world standard classrooms with all modern equipments fitted in. It can construct 500 kilometres of world standard roads at 50 million Naira per kilometre. If you inject 5 billion into any public university in Nigeria and it is judiciously utilised, it will turn the infrastructure there around for good.

That is the amount our moneybag politician called Atiku Abubakar blowed away in one night on 1500 individuals. That is the mindset of the man who wants to rule us in 21st Century. Are we that poor as a people? Are we that unfortunate as a society? Are we so much poor in reasoning? By the time he is done with his presidential campaign, close to a hundred billion would have been wasted. Surely, he will go recoup his money on getting to power (God forbid). 

But like the sayings of our fathers, flood won't hesitate to pull down one's building but the owner of such building will be the one to device means to outsmart the stubborn flood. We did it in 2015. We will do it again. We have made a lot of progress as a nation. We won't allow thieves to come back. We will stand to them and match them in whatever way they want it. Buhari must be reelected. We can't go back to Egypt. We are almost in our promise land.
